👍 Pros

  • Handles player complaints itself and can order operators to pay disputed funds
  • Publishes annual complaint and self-exclusion statistics
  • Permanent self-exclusion across every KGC-licensed site
  • A live Certificate of Good Standing behind every licensed site's logo
  • Nearly 30 years of licensing, with brands like bwin, partypoker and GGPoker

👎 Cons

  • No Canadian or foreign government recognises its licences
  • Enforcement notices give no reasons, and no fines published since 2009
  • Player balances must be covered, not held in segregated trust accounts
  • Its handling of the Absolute Poker and UltimateBet scandals still shapes its reputation
  • Most 2025 self-exclusion inquiries went nowhere because requests were incomplete

License Types Offered

Client Provider Authorization (CPA)

The operator licence: allows any type of online gaming from the licensed hosting facility in Kahnawà:ke. Starts as a six-month preliminary permit, then up to five years.

Key Person Permit

Required for at least one person performing managerial or operational functions for each CPA or software provider. Details are kept confidential.

Casino Software Provider Authorization

Lets a supplier operate equipment at the hosting facility and license software to third-party operators, without offering games to players directly.

Live Dealer Studio Authorization

Allows a live dealer studio to operate in Kahnawà:ke. No studio held one in October 2026.

Long before most of today’s regulators existed, a First Nation community on the edge of Montréal was licensing online casinos. The Kahnawake Gaming Commission (KGC) has regulated online gambling from the Mohawk Territory of Kahnawà:ke since 1999, and its permit list today includes names like bwin, partypoker, GGPoker and Spin Casino.

This review explains what the KGC is, why its legal authority is still contested in Canada, what a Kahnawake gambling licence costs, how it protects players, how its complaints process works, and what its enforcement record, including the poker scandals that made headlines, tells you. Every figure comes from the KGC’s regulations, notices and published statistics, or court and press records, checked in October 2026.

Short answer: the KGC does something many offshore regulators don’t: it handles player complaints itself and can order operators to pay. Its weakness is legal standing. No Canadian or foreign government recognises its licences, and its enforcement notices rarely explain what went wrong.

What Is the Kahnawake Gaming Commission?

Kahnawà:ke is a Mohawk community of around 8,000 people on the south shore of the St. Lawrence River, about 20 minutes from Montréal. The Mohawk Council of Kahnawà:ke created the Kahnawake Gaming Commission under the Kahnawà:ke Gaming Law on 10 June 1996, and on 8 July 1999 the commission enacted its Regulations concerning Interactive Gaming, making it one of the first online gambling regulators anywhere. The regulations were last amended on 25 March 2026.

The commission is appointed by the Mohawk Council and works with in-house staff and independent Approved Agents, firms such as eCOGRA that carry out due diligence, testing and audits. Heather Bauersfeld is named as chairperson in the KGC’s June 2026 announcements. Besides online gaming, the KGC regulates land-based poker rooms, electronic gaming devices and large raffles in the territory.

One unusual feature: every licensed operator must be hosted at Mohawk Internet Technologies, the data centre in Kahnawà:ke that has held the sole Interactive Gaming Licence since 1999 and is managed by Continent 8 Technologies. The KGC’s official website is gamingcommission.ca.

Kahnawake Gaming Licence Cost and Types

The main operator licence is the Client Provider Authorization (CPA), which allows any type of online gaming, from casino and poker to sportsbook. Fees from the regulations and the KGC’s 2025 and 2026 notices:

Kahnawake gaming licence fees (October 2026)
AuthorizationApplicationAnnual feeFrom 1 January 2027
Client Provider Authorization (CPA)US$35,000 (includes first annual fee)US$20,000 for up to six domains, +US$500 per extra domainApplication US$40,000; 5-year renewal US$40,000 including annual fee
Key Person PermitUS$5,000 per personUS$1,000US$6,000 including first annual fee
Casino Software Provider AuthorizationSet by the regulationsUS$20,000 + US$3,000 per operator suppliedUnchanged
Live Dealer Studio AuthorizationSet by the regulationsUS$10,000Unchanged

Until April 2025 an operator could list unlimited domains under one CPA; the US$500 charge for each domain beyond six changed that. The current renewal application fee is US$5,000 for a five-year term, and renewals must be filed at least three months before expiry. Some KGC application documents from 2023, and many third-party sites, still quote US$40,000 as today’s application fee; the regulations and the August 2026 fee notice put it at US$35,000 until the end of 2026.

Getting a Kahnawake igaming licence takes three phases. Due diligence by an Approved Agent takes around four to eight weeks depending on disclosure. A first CPA is a six-month preliminary permit, during which the operator’s control system is audited. After a performance review, the commission can grant a full CPA for up to five years. The “inter-jurisdictional” authorisation some sites still describe was discontinued in July 2022 and repealed that November.

How Kahnawake Protects Players

The KGC’s regulations set out a fairly complete player-protection code:

Player protection under the Kahnawake regulations
AreaThe rule
AgeThe greater of 18 or the legal gambling age where you live. Money from an underage player is returned and any prizes forfeited.
Deposit limitsDaily, weekly or monthly limits on request. Lowering applies immediately; raising takes 24 hours; a zero limit can't be changed for six months.
Operator self-exclusionAny sign you want to stop or have a problem obliges the operator to lock your account for at least six months.
KGC-wide self-exclusionA permanent, irrevocable exclusion from every KGC-licensed operator, requested through the commission.
Player fundsBalances must be separately identifiable and covered by liquid funds at all times. The KGC can demand security, such as a bond, partly to cover obligations to players.
Fair gamesGames run only on KGC-approved control systems, tested by Approved Agents.
PrizesYou can claim a prize for up to three years, and ask the KGC to review a rejected claim.

Note what’s not there: the regulations don’t require player money to be held in segregated trust accounts, only that it’s identifiable and covered. And while the KGC-wide self-exclusion is a genuine strength, its 2025 statistics show 810 inquiries but only 234 approved exclusions; 544 went no further because the person didn’t send the information needed.

How to File a Complaint with the Kahnawake Gaming Commission

Tools: Username and site name, Dates and amounts, The casino's final decision, Your date of birth
  1. Step 1

Complain to the casino first. A KGC licensee must give you a final decision within 45 days.

  2. Step 2

If you're unhappy with the answer, or get none after 45 days, complain to the KGC, even if the casino's terms say otherwise.

  3. Step 3

Underage play, problem gambling or self-exclusion, and fraud or seized funds can go to the KGC straight away.

  4. Step 4

Email [email protected] or use the online form, in writing. Phone complaints aren't accepted.

  5. Step 5

Keep it private while it's open: the KGC may drop a complaint that has been posted on public forums or shared with the media.

This is where the KGC stands out among offshore regulators. Its regulations let it direct an operator to take any step needed to resolve a complaint, including remitting disputed funds or paying a withheld prize. It also publishes annual outcomes:

KGC complaint outcomes (annual dispute resolution summaries)
YearComplaints handledValidatedUpheld for the player
2023721429102 (about 24%)
20251,143756150 (about 20%)

In 2025, 598 of the validated complaints concerned late, delayed or missing payments. The KGC doesn’t publish amounts recovered or how long cases take, and its 2024 summary contains figures that don’t add up, so we haven’t used it.

How to Check a Kahnawake Licence

Checking a KGC licence takes three steps:

  1. Find the operator or domain on the KGC’s list of permit holders, which showed 55 operators and 219 URLs on 16 October 2026.
  2. Click the KGC logo on the casino. Since 2010 the logo must link to a live Certificate of Good Standing generated from the KGC’s database, naming the licensee and its sites.
  3. Check the notices in the KGC’s news section for suspensions, revocations or terminations involving the operator.

The KGC also warns about sites falsely claiming its licence, including “Stardust Casino” and “JetSetSpins” in 2026, and even fake websites selling “Kahnawake gaming licences”. A licence claim without a working logo link should be reported to [email protected].

Enforcement Record and the Kahnawake Poker Scandals

For many players, “poker Kahnawake” still means two scandals from the late 2000s:

  • Absolute Poker (2008): insiders used a “God mode” to see opponents’ hole cards for about six weeks in 2007. The KGC fined the operator US$500,000 and placed it on two years’ probation, but didn’t revoke its licence.
  • UltimateBet (2009): the KGC found that 23 accounts using 117 usernames had cheated players between 2003 and 2007. It fined the operator US$1.5 million and ordered more than US$22 million repaid to players, again keeping the licence in place with extra conditions.

Both sites belonged to the Cereus network, which later collapsed after the US “Black Friday” indictments of April 2011, leaving players’ money frozen. The KGC’s decision to keep both licences alive still colours its reputation.

Recent enforcement is steadier but quiet. The KGC has published revocations of Innovenix and Royal Wins (July 2023), VIP Entertainment (December 2024), True North (August 2025) and Einrai (April 2026), and suspended Polar Ventures in September 2026. Its notices give dates and affected domains but no reasons, and we found no published fines since 2009, even though the regulations allow fines of US$1,000 to US$20,000 per breach.

Poker hasn’t left Kahnawà:ke, though. GGPoker domains and partypoker appear on the current permit list, and the territory’s Playground poker club hosted World Series of Poker Circuit events in 2026.

Kahnawake vs Other Licensing Authorities

How the KGC compares with other licences you’ll see at international casinos:

KGC vs Curaçao vs Anjouan vs MGA (October 2026)
Kahnawake (KGC)Curaçao (CGA)Anjouan GamingMGA (Malta)
Annual operator feeUS$20,000€47,450€17,828€25,000 + compliance contribution

Kahnawake sits between the offshore licences and the big EU regulators: stronger than Curaçao and Anjouan on complaints and self-exclusion, but without the legal standing or player-fund protection of Malta.

Kahnawake Casinos: Online and Land-Based

Kahnawake casinos online include some well-known brands. The KGC’s permit list names domains for bwin, PartyCasino and partypoker, Sports Interaction, BET99, Spin Casino, Jackpot City, Zodiac Casino, GGPoker, 22bet and TonyBet, among others. If you’re considering a Kahnawake casino online:

  • Check the logo link leads to a Certificate of Good Standing for that exact site.
  • Check your own jurisdiction. Ontario, for example, runs its own regulated market, and a KGC licence doesn’t substitute for local authorisation. UK players are better protected at UK Gambling Commission licensed sites.
  • Look for other licences the casino holds alongside Kahnawake.
  • Keep the KGC complaints route in mind: it’s a real advantage if a payout goes wrong.

As we review casinos holding a Kahnawake licence, they appear automatically in the list at the bottom of this page, ranked by FAQsino Trust Score.

On the ground, the KGC licenses four land-based poker rooms and isn’t accepting new poker-room applications. The best known venue is Playground, which holds a KGC poker-room and gaming-device licence and hosts major poker tournaments.

Our Verdict on the Kahnawake Gaming Commission

After nearly 30 years, the Kahnawake Gaming Commission remains one of the more credible regulators outside the EU and UK. It publishes its licensees, puts a live certificate behind every licensed logo, runs a permanent self-exclusion scheme across all its operators, and, unusually, handles player complaints itself with the power to make operators pay.

Its limits are real. No government recognises its licences, its enforcement notices explain nothing, it hasn’t published a fine since 2009, and player money doesn’t have to sit in segregated accounts. The way it handled the Absolute Poker and UltimateBet scandals still raises questions about how firmly it acts against big operators.

A Kahnawake licence is a reasonable sign of a legitimate operator, particularly if you value a regulator that will hear your complaint. Check the Certificate of Good Standing, and make sure the casino is allowed to serve players where you live.

FAQ

What is the Kahnawake Gaming Commission?

The Kahnawake Gaming Commission (KGC) is the gambling regulator of the Mohawk Territory of Kahnawà:ke near Montréal, Canada. Created in 1996 under the Kahnawà:ke Gaming Law, it has licensed online gambling since 1999 and also regulates land-based poker rooms and gaming devices in the territory.

How much does a Kahnawake gaming licence cost?

A Client Provider Authorization costs US$35,000 to apply for, including the first annual fee, and US$20,000 a year for up to six domains, plus US$500 for each extra domain. From 1 January 2027 the application fee rises to US$40,000.

Is a Kahnawake gambling licence legal in Canada?

It's contested. Kahnawà:ke says its jurisdiction is an inherent Indigenous right protected by the Constitution, while Canada's Criminal Code gives gambling powers to the provinces. No court has struck down the Kahnawà:ke Gaming Law, but no Canadian government recognises KGC licences.

How do I check a Kahnawake licence?

Find the operator or domain on the KGC's permit-holders list at gamingcommission.ca, then click the casino's KGC logo, which must link to a live Certificate of Good Standing. Also check the KGC's news for suspension or revocation notices.

How do I file a complaint with the KGC?

Complain to the casino first; it has 45 days to decide. If you're not satisfied, email [email protected] or use the KGC's online form. The KGC can direct the operator to resolve the complaint, including paying disputed funds.

Does Kahnawake have self-exclusion?

Yes. You can ask any licensee to exclude you, which locks your account for at least six months, or request a permanent, irrevocable exclusion from every KGC-licensed operator through the commission itself.

What happened with Absolute Poker and UltimateBet?

Both KGC-licensed poker sites were found to have insider cheating in the 2000s. The KGC fined Absolute Poker US$500,000 in 2008 and UltimateBet US$1.5 million in 2009, ordering more than US$22 million repaid, but kept both licences in place with conditions.

Is there a casino in Kahnawake?

Kahnawà:ke has land-based poker rooms licensed by the KGC, the best known being Playground, which offers poker and electronic gaming. The KGC licenses four poker rooms and isn't accepting new poker-room applications.

Can Kahnawake-licensed casinos accept UK players?

Not legally without a UK Gambling Commission licence, which is required to serve players in Great Britain. UK players are better protected at UKGC-licensed sites, where GAMSTOP and UK dispute resolution apply.
