B2C Operator Licence

For operators offering online casino, betting, poker, bingo and similar games to players. Every operating domain must be listed on the licence.

For suppliers of critical services to licensed operators. Since September 2026, B2B applicants must disclose their commercial substance.

Additional Domain

Each extra operating domain must be added to the licence and appears in the public register.

In barely three years, an Anjouan gaming licence has gone from almost unknown to one of the most common licences in online gambling, especially at crypto casinos. The register behind it listed 1,343 licences on 16 October 2026. The licence is cheap, quick to obtain and marketed worldwide, and it is also the most disputed licence we review.

This review explains who actually issues an Anjouan gaming licence, why the government of the Comoros disputes it, what it costs, which jurisdictions it does and doesn’t cover, and what protection, if any, it gives you as a player. Facts come from the issuer’s own published rules and register, the Anjouan offshore authority’s documents, and investigative reporting, checked on 16 October 2026.

Short answer: an Anjouan licence tells you an operator has paid for and passed a private licensing process with published rules. It does not tell you the casino is backed by a recognised government regulator, and there is no public record of that process ever suspending or revoking a licence. Treat it as a minimal signal and judge the casino on its own record.

Who Is Anjouan Gaming? The Gaming Board of Anjouan Explained

Anjouan is one of the three islands of the Union of the Comoros, in the Indian Ocean between Madagascar and Mozambique. The licences sold in its name pass through a chain of bodies with confusingly similar names:

The names behind an Anjouan gaming licence
NameWhat it is
Anjouan Offshore Finance Authority (AOFA)The island-level offshore authority that the issuer names as its "governing authority". Its own site calls the gaming regulator the "Gaming Board of Anjouan".
Gaming Board of Anjouan / Anjouan Gaming BoardThe supervisory board described by AOFA and the issuer. We found no separate website, register or named members for it.
Anjouan Licensing Services Inc. (ALSI)Described by the issuer as the board's "sole authorised licence administrator". Every licence number starts with "ALSI".
Anjouan Gaming (anjouangaming.com)The public brand that issues certificates, seals and the licence register, calling itself "the designated regulatory authority".

What the issuer’s website doesn’t show is as telling as what it does: no physical address, no phone number, no company registration and no named officials or board members, only email addresses and a web form. Its domain was registered in May 2023. Investigative reporting by Australia’s ABC (December 2025) and Le Monde (as relayed by SBC News, February 2026) describes the licensing website as run by a private company rather than a government office.

So the most accurate description is a privately administered licensing operation that claims authority under Anjouan law, not “the Anjouan government” or “the Comoros regulator”.

Anjouan Gaming Licence Cost, Requirements and Application Process

The issuer’s official fee page sets these prices:

Anjouan gaming licence fees (official fee page, October 2026)
ItemFeeNotes
Licence issuance (B2C or B2B)โ‚ฌ17,828Due with the application, non-refundable
Annual renewal (B2C or B2B)โ‚ฌ17,828Some agents quote lower renewals; the official page doesn't
Additional domainโ‚ฌ500 eachEach operating domain must be listed
Other servicesOn requestAmendments, domain changes, replacement certificates

There are two licence types, a B2C operator licence and a B2B service provider licence, covering activities from online casino and sports betting to poker, bingo, prediction markets and crypto-based gaming. The application runs in four stages: submit documents, review, due diligence (beneficial owners, fit-and-proper checks, source of funds, sanctions and adverse-media screening) and issuance, with the licence entered in the public register.

A few points the sales pages gloss over:

  • No official timeline. The issuer publishes no processing time; claims of approval within weeks come from licensing agents.
  • No official validity period. Renewal is priced annually, but register entries run for one to four years.
  • Company formation is unclear. The offshore authority says licences go only to companies incorporated in Anjouan. The issuer’s own requirements don’t say so, and the register is full of companies that appear to be incorporated elsewhere, including many Costa Rican numbered companies.
  • Tax. Licensing agents advertise no gaming tax; the issuer’s site doesn’t address tax at all.

Anjouan Gaming Licence Restrictions: Which Jurisdictions Are Allowed?

There’s no clear answer, because two documents say different things:

  • The issuer says its licences “do not contain territorial restrictions under Anjouan law”, that they don’t override local bans, and that operators are “solely responsible” for geo-blocking and local compliance. It publishes no list of restricted countries.
  • The offshore authority’s general licence conditions (October 2026) say licensees must not knowingly target residents of excluded territories including Australia, the Comoros, France, the Netherlands, Spain, the United Kingdom and the United States, plus sanctioned and FATF-blacklisted countries. The document is generic rather than gaming-specific, so whether it binds gaming licensees is unclear.

In practice, the jurisdictions where an Anjouan-licensed casino can lawfully operate are decided by each country’s own law, not by Anjouan. Regulators have taken note: Australia’s ACMA has issued warnings about Anjouan-based operators, and Sweden’s Spelinspektionen found that Anjouan accounted for about 5% of traffic to unlicensed sites claiming a foreign licence in 2024. UK players in particular are better protected at UK Gambling Commission licensed sites, where GAMSTOP and UK dispute resolution apply.

What an Anjouan Licence Means for Players

On paper, Anjouan licensees must follow a reasonable set of rules:

Player rules for Anjouan licensees, and what's missing
AreaWhat the rules sayWhat's missing
Responsible gamblingAge verification, self-exclusion, deposit, wager, loss and session limitsNo central self-exclusion; no support organisations named
Player fundsOperators must segregate player funds from operational fundsNo trust accounts, bonds, insurance or compensation scheme specified
Fair gamesRNGs certified by an approved independent testing facilityNo approved test labs named
DisputesFree ADR through an approved provider, paid for by the operatorThe issuer doesn't handle complaints or order refunds
AML and KYCCustomer due diligence, monitoring, suspicious-activity reportingNo published supervision results

The issuer says plainly that it “does not provide direct player support” and “does not handle, mediate, or adjudicate player complaints”. Complaint data compiled for an academic study of offshore regulators (2025) showed unresolved complaints against Anjouan-licensed operators rising 90% in 2024, though that partly reflects how fast the number of licensees grew.

An Anjouan licence comes with rules on paper and a free ADR route. What it doesn't come with is a regulator that will step in for you.

How to Complain About an Anjouan-Licensed Casino

Tools: Account details, Dates and amounts, Screenshots, The casino's licence number
  1. Step 1

Use the complaint function in the casino's interactive licence seal, or its own complaints channel. Disputes about a game result must be raised within 14 days of the session.

  2. Step 2

Payment, bonus and account disputes must be raised within 30 days. The casino has 30 calendar days to respond.

  3. Step 3

If it isn't resolved, take it to the casino's ADR provider: EGIS ADR, Axion ADR, iGaming ADR or CADRE. It's free for you; the operator pays.

  4. Step 4

Don't expect the issuer to intervene. It says it doesn't handle player complaints, so contact the ADR provider directly.

  5. Step 5

If the casino targeted you illegally, report it to the gambling regulator where you live, which may act against unlicensed operators.

ADR providers usually decline complaints that skipped the casino’s own process, are already in court, or are more than about 12 months old. Since September 2026 new licensees must name their ADR provider in their terms; existing licensees have until their next renewal.

How to Run an Anjouan Gaming Licence Check

The issuer runs a public licence register and a verify-a-licence tool, searchable by company, licence number or domain. To check a casino:

  1. Find the licence number in the casino’s footer or seal. Current numbers follow the format ALSI-202608001-FI1.
  2. Search the register and confirm the company name matches.
  3. Check the expiry date yourself. On 16 October 2026, 177 entries had an expiry date already in the past but were still labelled “valid”, even though the issuer’s own rules say only active licences may operate.
  4. Check the exact domain. Each entry lists its domains, and many listed domains imitate well-known brands; the register itself warns that a listed domain doesn’t prove trademark ownership.
  5. Click the seal. It should link to that operator’s verification page.

A real example from our own reviews: Spinzen appears under licence ALSI-202409044-FI2, held by Fionex Holding Ltd, with spinzen.com among its listed domains. Its entry shows an expiry date of 22 September 2026, yet it was still marked valid in mid-October. Remember too that a register entry only shows that the issuer lists the licence; it doesn’t show recognition by any government.

Enforcement and Track Record

The issuer describes a full enforcement toolkit: compliance notices, administrative penalties, suspension and permanent revocation. Its public record shows little use of it. On 16 October 2026 its suspended-licences and revoked-licences tables were both empty. Its notices page lists two undated terminations, Knifex Ltd and Amor 25 Limited, which appear in neither table. Its first annual regulatory report is described as “in preparation”.

Meanwhile the register has grown fast:

Anjouan licences issued per year (register entries, 16 October 2026)
Year issuedLicences
202332
2024312
2025507
2026 (to 30 September)492

The issuer’s own news claims “more than 1,650 licences issued” and “close to 1,500 currently active”, about 150 more than its register shows. On the positive side, in September 2026 it tightened its licence conditions, adding beneficial-ownership disclosure (including nominee and trust arrangements), source-of-wealth checks, a requirement to name an ADR provider in player terms, and substance disclosures for B2B suppliers.

Anjouan vs Other Offshore Licensing Authorities

How Anjouan compares with the other licences common at offshore casinos:

Anjouan is the cheapest and fastest-growing of the three, but it’s the only one where the national government disputes the issuer’s authority, and the only one with no published suspensions or revocations at all.

Anjouan Casino Sites: What to Know Before You Play

Casinos with an Anjouan gaming licence are especially common in crypto gambling. The register lists domains for brands such as Roobet, Rollbit, Thunderpick, BC.Game and Sportsbet.io, alongside hundreds of smaller sites and look-alike domains. If you’re weighing up an Anjouan online casino:

  • Verify the licence yourself, including the expiry date and exact domain.
  • Find the named ADR provider in the terms; it’s your only formal dispute route.
  • Read the restricted-countries list in the casino’s terms, and check your own country’s law.
  • Look for other licences. Many Anjouan casinos hold a second licence, such as Curaรงao, which may give you more protection.
  • Weigh the casino’s own reputation more heavily than the licence.

Our Verdict on Anjouan Gaming

Anjouan Gaming has built something that looks like a regulator: published licence conditions, AML and responsible-gambling rules, a public register, a verification tool and a mandatory free ADR route. For operators it’s cheap at โ‚ฌ17,828 a year and quick to obtain, which explains its explosive growth.

For players, the substance is thin. The issuing operation is privately run, with no published address, officials or statute text. The Comoros central bank and financial intelligence unit dispute its legal basis. Its enforcement tables are empty, and dozens of expired licences were still marked valid when we checked.

An Anjouan licence is the weakest licence we review. If a casino holds only this one, base your decision on the casino’s own track record, payout reputation and terms, and keep your deposits modest.

FAQ

What is Anjouan Gaming?

Anjouan Gaming is the public brand of the licensing operation that issues online gambling licences in the name of Anjouan, an autonomous island of the Union of the Comoros. It is administered by a private company, Anjouan Licensing Services Inc. (ALSI), and runs the licence register at anjouangaming.com.

Is the Gaming Board of Anjouan a government regulator?

It claims authority under Anjouan law through the island's offshore finance authority, but the Union government disputes this. The Comoros central bank calls the offshore authority and its agents "fictitious structures", and investigative reporting describes the licensing site as privately run.

How much does an Anjouan gaming licence cost?

The official fee page lists โ‚ฌ17,828 to issue a licence and โ‚ฌ17,828 a year to renew it, for both B2C and B2B licences, plus โ‚ฌ500 for each additional domain. The application fee is non-refundable.

How do I check an Anjouan gaming licence?

Search the licence number, company name or domain on the register at anjouangaming.com. Check that the company matches, that the exact domain is listed, and that the expiry date hasn't passed, because some expired licences are still labelled valid.

Which countries can Anjouan-licensed casinos accept?

The issuer publishes no restricted-country list and says operators are responsible for local compliance. The offshore authority's general licence conditions exclude Australia, the Comoros, France, the Netherlands, Spain, the UK and the US, plus sanctioned countries. Your own country's law always applies.

Are Anjouan-licensed casinos safe?

The licence alone isn't a strong safety signal. Licensees must follow published rules and offer free ADR, but the issuer doesn't handle complaints and has no published suspensions or revocations. Judge each casino on its own record and terms.

How do I complain about an Anjouan casino?

Complain to the casino first through its seal or complaints channel; it has 30 days to respond. If that fails, use its ADR provider (EGIS ADR, Axion ADR, iGaming ADR or CADRE), which is free for you. The issuer doesn't mediate complaints.

Do I need an Anjouan company to get a licence?

Anjouan's offshore authority says licences go only to Anjouan-incorporated companies, but the issuer's own requirements don't say so, and its register includes many companies that appear to be incorporated elsewhere. Check current requirements directly before forming a company.

What is the Comoros government's position on Anjouan gaming licences?

The Union government and central bank say financial licensing is a national competence and have called Anjouan's offshore bodies fictitious. In April 2026 the head of the Comoros financial intelligence unit reportedly said gambling isn't authorised in the Union.
