Sweden runs one of the most tightly managed online gambling markets in Europe. Every Swedish online casino has to make you set a deposit limit before you can play, may give you a bonus only once, and has to block you instantly if you sign up to the national self-exclusion register. The regulator behind all of it is Spelinspektionen, the Swedish Gambling Authority.
This review covers how Spelinspektionen works, what its licence costs, the rules every Swedish casino site must follow, how Spelpaus self-exclusion works, what the Spelinspektionen logo on a casino means, and how its enforcement record holds up, including in court. Every figure comes from Spelinspektionen’s Swedish-language pages, its live licence register, its 2025 annual report or Swedish law, checked in October 2026.
Short answer: few regulators build more player protection into the basic rules than Sweden. Its weak spots are a complaints route with no binding gambling ombudsman, a record of big fines that are often cut or overturned in court, and no stake limits on online games.
Spelinspektionen at a glance (verified October 2026)
What Is Spelinspektionen?
Spelinspektionen is the Swedish government agency responsible for gambling and lotteries, run under the Ministry of Finance and based in Strรคngnรคs, west of Stockholm. It has around 80 staff and was funded with a SEK 97.9 million government appropriation in 2025. Licence and supervision fees go to the state budget rather than to the agency itself.
Its roots go back to 1974, when the Lotteries Board (Lotterinรคmnden) was set up. It became Lotteriinspektionen in 1995, and on 1 January 2019, when the new Gambling Act (Spellag 2018:1138) opened Sweden’s online market to licensed private operators, it was renamed Spelinspektionen. Before re-regulation, less than half of Swedes’ gambling went through the regulated market.
Peter Knutsson became Director General on 17 August 2026, for a term running to 2032; he previously headed Reklamombudsmannen, the Swedish advertising industry’s self-regulatory body. Madelaine Tunudd has chaired the board since March 2026.
Spelinspektionen’s official website is spelinspektionen.se. One practical tip: its English pages lag behind. In October 2026 some still showed the old 18% tax rate and the previous acting director, so the Swedish pages are the ones to trust.
Spelinspektionen Licence Types and Costs
Sweden splits gambling into three parts: a competitive market for online casinos and betting, a public-benefit sector for charity lotteries and bingo, and activities reserved for the state. A Spelinspektionen licence for the commercial online market costs:
| Licence or permit | Application fee | Annual supervision fee |
|---|---|---|
| Commercial online gambling (casino, bingo, slots) | SEK 230,000 | SEK 240,000 |
| Commercial betting | SEK 230,000 (one fee if applied for with online) | SEK 240,000 |
| Game software permit (B2B) | SEK 120,000 | SEK 16,500 |
| Land-based commercial casino | SEK 80,000 + SEK 3,000 per venue | From SEK 3,000, by number of venues |
Licences run for a maximum of five years, and renewing means filing a full new application. The fee is payable even if the application is refused. In 2025 Spelinspektionen took an average of 35 days to process licence and permit cases and handled 97% within six months, although commercial online applications take the longest.
Operators also pay gambling tax of 22% of net gaming revenue (stakes minus winnings), up from 18% since 1 July 2024. In March 2026 the Riksdag again rejected proposals to change the rate. Since 1 July 2023, game studios supplying Swedish licensees have needed their own software permit, and permit holders may not supply operators without a Swedish licence. Hacksaw Studios and Quickspin have both been fined under that rule.
Sweden's Player Protection Rules
Every licensed Swedish casino site has to follow the same core rules, set out in chapter 14 of the Gambling Act and the Gambling Ordinance:
| Rule | What it means for you |
|---|---|
| Mandatory deposit limits | You set daily, weekly and monthly limits before you can play. Raising a monthly limit above SEK 10,000 triggers a contact from the casino. |
| One bonus only | A licensee may give you a bonus only the first time you play with it, across all its sites, with at least 60 days to meet the terms. |
| Duty of care (omsorgsplikt) | Casinos must monitor your play and step in to help you cut down when there are signs of excessive gambling. |
| No gambling on credit | Credit-funded play is banned. Since 1 May 2026 the ban covers credit cards, loans and invoice payments across all licensed gambling. |
| Instant 24-hour break | Online casinos must offer an immediate 24-hour self-exclusion, as well as longer and indefinite exclusions. |
| Identity checks | Your identity is checked at sign-up and every login. Most sites use BankID, though the law doesn't name it. |
| Time limits | The casino must ask whether you want to limit your login time. |
| Account closure | Your balance must be paid out within five working days of closing your account. |
What Sweden doesn’t have is a stake limit. Unlike Great Britain’s ยฃ5 cap on online slots, Swedish law sets no maximum bet for online casino games. The only cap applies to the state’s land-based gaming machines.
Spelpaus: Sweden's National Self-Exclusion Register
Spelpaus.se is the free national self-exclusion register run by Spelinspektionen. Signing up blocks you from every form of licensed gambling that needs registration: online casinos, slots, betting, bingo, online lotteries, state gaming machines and agent-sold games in shops. It also stops licensed operators from sending you marketing.
- Periods: 10 days, 1, 3 or 6 months, or indefinitely (a minimum of 12 months). The 10-day option became available in June 2026.
- No going back: once confirmed, an exclusion can’t be cancelled or shortened, and a new one can’t be shorter than the time you have left.
- How to sign up: choose your period on spelpaus.se and confirm with BankID, Mobile BankID or another e-ID. Since summer 2024 there has also been a manual route for people without e-ID.
- Who can use it: anyone with a Swedish personal identity or coordination number.
134,484 people were excluded at the end of 2025, and the live counter on Spelpaus.se had passed 143,000 by October 2026. Licensed operators have to check the register before letting you play, and Spelinspektionen tightened the technical rules for those checks from 1 August 2026.
A gentle word of advice for players in Sweden: Spelpaus, deposit limits and the Swedish complaints routes only protect you at licensed sites, and Spelinspektionen itself notes that disputes with unlicensed operators are hard to resolve through Swedish bodies, which makes the licensed market the safer choice.
The Spelinspektionen Logo and the Three Responsible-Gambling Badges
If you’ve seen the Spelinspektionen logo at the top of a Swedish casino site, it’s there by law. Licensed online operators must display the authority’s logo prominently on their start page, linked to spelinspektionen.se or the licence register, as proof that the site is supervised in Sweden.
Alongside it, every licensed site and app must show three responsible-gambling badges in a fixed bar at the top of every page, visible whether you’re logged in or not:
- Spelpaus, linking to the national self-exclusion register
- Spelgrรคnser, linking to your time and money limits
- Sjรคlvtest, linking to a self-assessment test
Advertising must also carry the minimum age and contact details for gambling support. Sweden’s national helpline is Stรถdlinjen, reachable on 020-81 91 00. The badges are easy to copy, though, so treat the logo as a prompt to check the register, not as proof on its own.
How to Check the Swedish Gambling Authority Register
Spelinspektionen’s licence register is one of the most useful in Europe, because it lists every licensed web address:
- Open the register. Go to the licence register (there’s an English version under “Licence and permit directory”).
- Search by URL or operator. Type the casino’s web address or company name. The register covers every operator with a valid licence or permit.
- Check the status and dates. Each licence shows its status (Aktiv), its type and the dates it’s valid from and to.
- Check the domain list. The exact site you’re on should be listed under the licence. On 15 October 2026 the register listed 198 licensed gambling domains.
Sweden doesn’t issue licence numbers as such: operators quote Spelinspektionen’s case reference instead. As an example, our Mr. Vegas review lists online casino licence 25Si1561, valid from 1 February 2026 to 31 January 2031, plus a separate betting licence. You can download the whole register as an Excel file.
How to Complain About a Swedish Casino
-
Step 1
Contact the casino's customer service first. Licensees must have proper routines and staff for handling complaints.
-
Step 2
If the casino won't pay out your balance after you've sent the documents it asked for, take it to ARN, the National Board for Consumer Disputes, at arn.se.
-
Step 3
Report misleading marketing or unfair terms to Konsumentverket, the Swedish Consumer Agency, and personal-data problems to IMY.
-
Step 4
Tell Spelinspektionen about suspected rule breaches through its contact form. It uses reports in supervision but won't take up your individual case.
-
Step 5
If none of that resolves it, you can go to court, but weigh the fees and costs first.
ARN’s decisions are recommendations, not binding rulings, though Spelinspektionen notes that most companies follow them. Sweden has no dedicated gambling ombudsman, and Spelinspektionen doesn’t approve casinos’ terms and conditions, so payout rules beyond account closure are a matter of contract.
Enforcement: Big Fines and Court Battles
Spelinspektionen can issue warnings, remarks, orders and bans, revoke licences, and impose sanction fees of up to 10% of a licensee’s previous year’s turnover. Its register of supervisory decisions held 387 entries by October 2026, including 93 warnings and 74 bans. The largest sanction fees:
| Operator | Fee | Where it stands (October 2026) |
|---|---|---|
| Svenska Spel Sport & Casino | SEK 100m | Annulled by the administrative court in June 2025; Spelinspektionen appealed |
| Hillside (bet365) | SEK 40m | Upheld by the Court of Appeal on 14 October 2026 |
| Spooniker (Kindred) | SEK 30m | Final after being reduced in court |
| Glitnor (LuckyCasino) | SEK 28m | Decided March 2025; under appeal |
| Snabbare | SEK 24m | Final; Supreme Administrative Court refused leave in 2024 |
| Mr Green | SEK 13.5m | Final |
| Videoslots | SEK 12m | Upheld by the administrative court in June 2026 |
The courts have been a real check on the authority. They have reduced several of its biggest fees, including Spooniker’s, ATG’s and Kanon Gaming’s, and annulled others, such as Svenska Spel’s SEK 100 million and Roar Vegas’ SEK 8 million, often because the duty of care is so broadly worded. Others have stood, most recently the SEK 40 million against bet365’s Hillside, which the Court of Appeal called proportionate. Spelinspektionen has revoked only two licences outright: Ninja Casino’s operator SafeEnt in 2019, and an interim revocation of a land-based casino operator in October 2026.
Against unlicensed operators, Spelinspektionen can ban them from targeting Sweden, order internet providers to show warning messages, and pursue those who promote illegal gambling. Since July 2023 card payments to unlicensed gambling have been blocked. It can’t block websites, though, and it can only act against sites that target Swedes.
Criticism and the channelisation debate
In October 2024 the National Audit Office (Riksrevisionen) found that Spelinspektionen’s supervision wasn’t effective enough, with too few inspections and weak risk analysis; the agency and the government accepted the findings. The Parliamentary Ombudsman also criticised it because, until summer 2024, people couldn’t self-exclude without an e-ID.
The bigger argument is about channelisation, the share of gambling that stays on the licensed market. Spelinspektionen’s own estimate was 84% for 2025, down from 85% in 2024, with online casino lower at around 81% and betting higher at 96%. Industry bodies have published lower figures, and the operators’ association put online casino channelisation at 72% for 2023. The authority itself stresses that every method produces an estimate, and its own method has changed in each of the last three years.

Spelinspektionen vs Other Licensing Authorities
How Sweden’s rules compare with two other regulators you’ll often see on casino sites:
| Spelinspektionen (Sweden) | UKGC (Great Britain) | MGA (Malta) | |
|---|---|---|---|
| Operator tax | 22% of net gaming revenue | 40% of profits (Remote Gaming Duty) | 15% casino / 10% other, on players in Malta only |
| Bonuses | First occasion only | Wagering capped at 10x | No wagering cap |
| Deposit limits | Mandatory before play | Prompted at sign-up | Deposit or wagering limit must be offered |
| Online slot stake limit | None | ยฃ5 (ยฃ2 aged 18โ24) | None |
| National self-exclusion | Spelpaus | GAMSTOP | None online (casino by casino) |
| Free ADR | ARN (recommendations only) | Mandatory ADR | Mandatory ADR |
Sweden’s bonus rules and mandatory deposit limits are among the strictest anywhere, while Great Britain goes further on stake limits and dispute resolution. Malta is the lightest touch of the three for players, though it does require free independent ADR.
Swedish Online Casinos: What to Expect
A licensed Swedish online casino looks different from most international sites. Expect a fast BankID login, a deposit-limit screen before your first deposit, the Spelinspektionen logo and three responsible-gambling badges at the top of the page, and a single welcome offer rather than a stream of reloads and VIP perks.
On 15 October 2026, 74 companies held a Swedish online gambling licence and 65 a betting licence, with 80 companies holding at least one. They include big names such as 888, ComeOn, Mr Green, Paf, Svenska Spel, tombola and Videoslots. When you’re comparing Swedish casino sites, the rules make the basics identical, so focus on:
- Your domain in the register, so you know the exact site is licensed.
- Clear bonus terms with at least 60 days to meet them.
- Payout speed and documents, since payout rules beyond account closure are set by each casino’s terms.
- A regulatory history check in Spelinspektionen’s decision list.

Our reviews of Mr. Vegas, Betsson, Maria Casino and X3000 show how individual Swedish online casinos measure up.
On land, the picture has changed completely. The state-owned Casino Cosmopol closed its last venue, in Stockholm, in April 2025, and the state casino licence type was abolished from 1 January 2026. Smaller restaurant casinos still operate under commercial land-based licences.
Our Verdict on Spelinspektionen
Spelinspektionen oversees one of Europe’s most player-protective markets. Mandatory deposit limits, a one-bonus rule, a credit ban and Spelpaus, which blocks you from every licensed operator in one step, put Sweden near the top for built-in protection. Its register, which lists every licensed domain, is among the best verification tools of any regulator.
Its weaknesses are on the other end of the process. There’s no binding gambling ombudsman, so payout disputes end at ARN’s recommendations or in court. Several of its headline fines have been cut or overturned, and the National Audit Office has questioned how effective its supervision is. There’s also no stake limit on online games.
If you live in Sweden, look for the Spelinspektionen logo, check the exact domain in the register, and set your deposit limits with care; they’re the strongest tool the Swedish system gives you.
