PayPal is an e-money wallet that lets you pay online from a linked bank account or card without giving the shop your full financial details. At a PayPal casino it is a cashier option, but only where the company has approved the operator, which is why casino sites that accept PayPal are only a subset of licensed sites. This review covers where gambling payments are allowed, what they cost, how payouts work and how the rules differ across Europe.
Short answer: you can use PayPal at a casino only if it has approved that operator and gambling is legal where both you and the casino are located. In the US that means operators licensed in states where online gambling is legal, never offshore sites. Paying a casino costs nothing when no currency conversion is involved, but Buyer Protection does not cover gambling.
Checked on 20 October 2026 against official PayPal pages and the FCA and CSSF registers. Gambling is for adults 18+ only.
At a glance (checked 20 October 2026)
A casino that offers this wallet should have passed the company's own approval process for gambling merchants. That is a useful extra filter, but it is not a licence check: always confirm the casino's licence with the regulator in your country.
— FAQsino Payments DeskWhat Is PayPal and How Does It Work?
What is PayPal? In its own words, “an online payment system” for shopping online and in store and for sending and receiving money worldwide. Legally, the balance is electronic money, not a bank deposit, and it earns no interest.
How does PayPal work in practice? You link a bank account, debit card or credit card as a funding source. When you pay, the wallet uses your balance or draws on that linked source, and the merchant receives the money from the wallet provider. The company says it does not share your full financial information with merchants and that payments are encrypted.
How to use PayPal at a checkout is simple: choose it, log in, check the funding source and confirm. It needs a connection, as the UK service description says it will not work offline. The company reported 439 million active consumer and merchant accounts at the end of 2025, in about 200 markets.
Can You Use PayPal at a Casino? The Gambling Rules
Yes, but on the wallet’s own terms. Its Acceptable Use Policy puts gambling under “activities requiring approval”: casino games, sports betting, racing, lotteries, fantasy sports and games of skill with an entry fee and a prize. An operator needs approval, and it and its customers must be located only in jurisdictions where the activity is legal. The UK policy was last updated on 12 October 2026; the EU version, with the same gambling wording, on 17 July 2023.
The help centre adds that, unless a merchant is approved, you may not use the wallet to send or receive payments for wagers or winnings, and that approved merchants must show they can block players where gambling is illegal.
The same undated article also says gambling transactions by US account holders are prohibited. However, the US Acceptable Use Policy (last updated 29 October 2022) lists gambling as an activity requiring pre-approval on the same terms as in Europe, and the help pages of some state-licensed US operators list the wallet for deposits and withdrawals.
So does every licensed casino accept PayPal? No. No public list of approved casinos or countries exists, so the cashier of a licensed casino is the real test.
The EEA user agreement (7 September 2026) also bans using the service for offerings that are illegal where you are, naming some online gambling. Sites that route money through peer-to-peer swaps or crypto bridges are not genuine wallet payments at all, and they leave you without a local regulator’s protection.
| Document | Market | Last updated | Key point |
|---|---|---|---|
| Acceptable Use Policy | UK | 12 Oct 2026 | Gambling needs approval |
| Acceptable Use Policy | EU | 17 Jul 2023 | Same gambling wording |
| Acceptable Use Policy | US | 29 Oct 2022 | Gambling needs pre-approval; legal jurisdictions only |

PayPal Casino Europe: How the Rules Differ by Country
For a PayPal casino Europe search, the answer has two layers. Across the EEA the wallet is provided by PayPal (Europe) S.ร r.l. et Cie, S.C.A., a Luxembourg bank supervised by the CSSF. UK customers have been served by PayPal UK Ltd since 1 November 2023. The gambling principle is identical everywhere: approved operators, legal jurisdictions only.
What changes is local gambling law and which licensed casinos have chosen, and been approved, to offer it. No official per-country list exists, and reports about casino sites that accept PayPal are operator by operator.
In Germany, sources disagree on whether it is offered for online slots or mainly for sports betting, so check the cashier of a GGL-licensed site. The GGL also says payments must come from a payment account in your own name, and that until your identity is verified play is capped at 72 hours, with a โฌ100 deposit limit and no withdrawals. In Spain look for a DGOJ licence, and in Sweden a Spelinspektionen licence.
| Country | Wallet provider | Gambling regulator | Self-exclusion register | Worth knowing |
|---|---|---|---|---|
| United Kingdom | UK entity (FCA) | Gambling Commission | GAMSTOP: free; six months, one year or five years; compulsory for GB licensees since 31 Mar 2020 | No credit-card gambling since 14 Apr 2020; Gambling Block available |
| Germany | EEA entity (CSSF) | GGL | OASIS: checked at registration and login; self-exclusion lasts at least 3 months | Monthly cross-provider deposit limit, usually up to โฌ1,000; payments only from an account in your own name |
| Spain | EEA entity (CSSF) | DGOJ | RGIAJ, run by the DGOJ; online operators must check it | Reported at some DGOJ-licensed operators |
| Italy | EEA entity (CSSF) | ADM | ADM register: an all-operator exclusion blocks every licensee; up to 270 days, or indefinite | Reported at ADM-licensed operators only |
| Netherlands | EEA entity (CSSF) | Kansspelautoriteit (KSA) | CRUKS: six months up to 99 years; join online with DigiD | Not every KSA-licensed casino offers it (reported) |
| Sweden | EEA entity (CSSF) | Spelinspektionen | Spelpaus.se, run by the Swedish Gambling Authority | Availability varies by operator (reported) |
PayPal Casino Deposits and Withdrawals: The Reality Check
An online casino PayPal deposit is the easy part. You choose the wallet in the cashier, log in through its window or app, approve the amount, and the money normally reaches your casino balance straight away. Each casino sets its own minimum. One UK guide lists minimums of ยฃ5, ยฃ10 and ยฃ20 at three operators, and the UK and EU guides we checked commonly cite ยฃ10 or โฌ10.
A casino with PayPal withdrawal support pays out in two stages. First the casino approves your request, which can involve a pending period and identity (KYC) checks, especially the first time. Then it sends the money to your wallet, normally the same account you deposited from. Review sites report totals from a few hours to a few days; the wallet provider publishes no casino payout time.
Moving money on to your bank is the part the wallet controls. On the UK help pages, an instant transfer typically takes a few minutes (up to 30 minutes) and a standard one usually 3 to 5 working days, both free. The bank account must be in your name, a transfer cannot be cancelled, and every transfer is subject to review.
One more trap: some casinos exclude e-wallet deposits, PayPal included at some sites, from welcome offers. Read the bonus terms (eligible payment methods and wagering requirements) or our bonuses and free spins guide before you deposit.
How to Deposit at a PayPal Casino
-
Step 1
Pick an online casino with PayPal in the cashier for both deposits and withdrawals, licensed in your country, and check whether its bonus terms accept e-wallet deposits.
-
Step 2
In the cashier, choose the wallet and enter an amount above the casino minimum.
-
Step 3
Log in through the window or app that opens, check the address is paypal.com, and pick a debit card, bank account or balance as the funding source.
-
Step 4
Approve the payment. The deposit normally appears in your casino balance within moments.
-
Step 5
Set a deposit limit in your casino account before you play, start with a small deposit and, once verified, test a small withdrawal before depositing more.
| Stage | Who controls it | Typical time | Source |
|---|---|---|---|
| Pending period and ID checks | Casino | Hours to a few days | Casino terms; review sites |
| Payout sent to your wallet | Casino | Often within hours; one UK guide says 24โ72 hours (no official figure) | Review sites, 2026 |
| Wallet to UK bank, instant | Wallet provider | A few minutes, up to 30 minutes; free | UK help centre |
| Wallet to UK bank, standard | Wallet provider | Usually 3 to 5 working days; free | UK help centre |
How to Choose Casino Sites That Accept PayPal
Searches for PayPal casinos or top PayPal casino sites mostly lead to affiliate lists, many of them US-focused or built around offshore brands. We name no casinos in this guide. At any online casino that accepts PayPal, whether an established PayPal online casino or a new PayPal casino, check these points:
- A licence where you live, verified on the regulator’s own register, such as the UK Gambling Commission in Great Britain.
- Deposits and withdrawals: a casino with PayPal deposit support should list the wallet for payouts too.
- Fees, limits and payout times in the cashier and terms.
- Bonus terms, since some offers exclude e-wallets.
- Safer-gambling tools such as deposit limits, time-outs and self-exclusion.
New casino sites accepting PayPal deserve an extra look: check how long the operator has held its licence. Looking for a fast PayPal withdrawal casino? Speed depends mostly on the casino’s approval process, explained in our fast withdrawals guide.
The “Top 5 Casinos Accepting PayPal” panel directly below this guide ranks licensed casinos that accept it by FAQsino Trust Score and adapts to the country you visit from. For full assessments, browse our casino reviews.
PayPal Fees for Casino Players
Fees for a casino player are mostly zero. On every consumer fee page we read, paying a merchant is free when no currency conversion is involved, and withdrawing to a local bank account is free, standard or instant. The UK page was last updated on 22 January 2026 and the German, Spanish, Italian, Dutch and Swedish pages on 7 September 2026. Fees vary by market, so check the page for your own country.
The costs sit at the edges. If the casino’s currency differs from your balance or funding source, the wallet converts at its own transaction exchange rate, and the fee pages we read do not show the consumer margin for that case. Cashing out to a card costs 1%, with a minimum and maximum, in Germany, Spain, Italy and Sweden, but is free in the UK. Some UK users pay a ยฃ9 card-link fee, refunded once the card is confirmed.
Inactivity is the other one. The UK page lists no fee, and the EEA user agreement exempts German personal accounts. Elsewhere in the EEA the company may charge an annual fee after 12 months without use: the lower of โฌ10 (SEK 100 in Sweden) or your balance.
| Fee | UK | Germany | Spain | Italy | Netherlands | Sweden |
|---|---|---|---|---|---|---|
| Paying a casino, no conversion | Free | Free | Free | Free | Free | Free |
| Withdraw to local bank | Free | Free | Free | Free | Free | Free |
| Withdraw to card | Free | 1% (โฌ0.25โโฌ10) | 1% (โฌ0.25โโฌ10) | 1% (min/max) | No card row found | 1% (min/max) |
| Inactivity (12 months) | None listed | None for personal accounts | Up to โฌ10 a year | Up to โฌ10 a year | Up to โฌ10 a year | Up to SEK 100 a year |
| Failed bank withdrawal | ยฃ0.50 | Bank's charge passed on | โฌ3.00 | โฌ3.00 | โฌ3.00 | SEK 28.00 |
| International personal payment | 5% (ยฃ0.99โยฃ2.99) | 5% (โฌ0.99โโฌ3.99) | โฌ1.99 or โฌ3.99 | โฌ1.99 or โฌ3.99 | โฌ1.99 or โฌ3.99 | SEK 19.99 or 39.99 |
Worked Example: A Deposit and Payout Round Trip
Say you live in the UK, hold pounds and deposit ยฃ50 at a UK-licensed casino that works in pounds, funded by your debit card. The wallet fee is ยฃ0. You then withdraw ยฃ200: the casino sends it to your balance, and an instant transfer to your bank also costs ยฃ0.
In Germany the same trip to a bank account is free too, but cashing out โฌ200 to a card would cost โฌ2 (1%). Play in a different currency from your account and a conversion applies on the way in and again on the way out, so keep the casino account in your own currency where you can.
Is PayPal Safe? Security and Money Protection
Is PayPal safe? On the technical side, the company says transactions are encrypted and merchants do not receive your full financial information, so the casino does not need your card number for a wallet payment. On an eligible Apple or Android device you can log in with a passkey (your device biometrics or passcode) instead of a password.
Extra checks are normal too: UK strong customer authentication rules have applied to payment providers since 14 September 2019, so a payment may prompt a further check unless an exemption applies.
Money protection depends on your market. In the UK the balance is e-money, safeguarded under the Electronic Money Regulations 2011 in segregated accounts that would repay users before other creditors, after insolvency costs, if the firm failed; the FSCS does not cover it. In the EEA the user agreement says e-money is not a deposit, so the Luxembourg deposit guarantee scheme cannot protect you.
The gambling gap matters most. Both the UK and EEA Buyer Protection terms exclude gambling, gaming and any activity with an entry fee and a prize. If a casino refuses to pay, complain to the casino first. In Great Britain it has eight weeks to resolve the complaint, after which you may be able to take it to an approved ADR provider, a free independent service. Elsewhere, use your regulator’s complaints page.
Who Runs the Wallet and Who Regulates It
The parent, PayPal, Inc., is based in San Jose, California, and has been listed on Nasdaq as PYPL since it split from eBay in 2015. Its corporate site lists Enrique Lores as President and CEO. Two regulated companies serve European customers; we checked both on the FCA Register and the CSSF entity register.
| Entity | Serves | Regulator and number | Checked |
|---|---|---|---|
| PayPal UK Ltd | UK, Guernsey, Isle of Man, Jersey | FCA e-money institution, FRN 994790 (since 31 Oct 2023) | FCA Register, 20 Oct 2026 |

Fines, Probes and Customer Reviews
Any payments firm of this size collects regulatory history, so here are the items we could source, facts only. On Trustpilot the company scored 1.4 out of 5 from 41,992 reviews on 20 October 2026. Common complaints were account holds and hard-to-reach support, and Trustpilot notes the company has not recently invited reviews, so the sample may lean towards unhappy users. None of this is investment advice.

Gambling Block, Limits and the UK Credit-Card Rule
UK customers can switch on PayPal Gambling Block, which stops eligible payments to merchants identified as gambling or lottery operators. On the website the route is Account, Settings, Payments, Payment controls, then Gambling Block. Turning it off starts a three-day cooling-off period before gambling payments work again.
The company is candid about the limits: the block relies on merchant data and industry codes, so a merchant not identified as gambling may not be blocked, and it should not be your only tool. We found no equivalent block for Germany, Spain, Italy, the Netherlands or Sweden.
The credit-card rule: since 14 April 2020, gambling businesses in Great Britain must not accept credit card payments. The Gambling Commission says operators taking e-wallets such as PayPal should make sure the money was not loaded from a credit card. In practice, fund the wallet from a debit card or bank account for UK-licensed gambling. We found no company page explaining how it applies this rule.
Further layers help. German players have a cross-provider monthly deposit limit, usually between โฌ1 and โฌ1,000, under the 2021 State Treaty. Casino deposit limits, time-outs and self-exclusion, plus any gambling block your bank offers, add more.
In Great Britain every Gambling Commission licensee must belong to GAMSTOP, so one free registration excludes you from all of them for six months, one year or five years; UK players are better protected on UKGC-licensed sites. The National Gambling Helpline (GamCare) is free on 0808 8020 133, 24 hours a day. Our responsible gambling guide lists more tools and support services.
PayPal Account Basics: Sign-Up, Login, App and Support
FAQsino is not the wallet provider and cannot see or change accounts. These are the official routes, taken from the UK help centre on 20 October 2026.
- PayPal sign up: choose a Personal or Business account; you must be 18 or over. You need an email address (it becomes your user ID), a password and acceptance of the user agreement, and you can link a bank account or card then or later. UK users can close a new account within 14 days without penalty.
- PayPal login: use only paypal.com or the official app, and check that the PayPal log in page shows that address. Once you are logged in, the page people search for as “my PayPal account” shows your balance, linked sources and any limits on sending or withdrawing.
- How to change your PayPal password: on the website only, not in the app. Go to Settings, then Security, choose Update next to Password, confirm the current one and enter the new one twice. Forgotten it? Use “Forgot password?” on the login page.
- PayPal customer service: log in and use the Message Centre, or the Contact link at the bottom of any page for call and chat options. In the app, tap your profile photo, then Help. UK hours are 8am to 6:30pm, Monday to Sunday.
Phishing is the main account risk. Type the address yourself or open the official app, never share your password or one-time codes, and check any “limited account” email against the Resolution Centre before acting: a message with no matching notice may be fake, per the company’s help page.
How to Set Up the Wallet for Casino Payments
-
Step 1
Go to the official website or app and choose a Personal account.
-
Step 2
Enter your email address, create a strong password and accept the user agreement and privacy statement.
-
Step 3
Link a debit card or bank account and complete any verification steps you are asked for.
-
Step 4
Turn on a passkey if your device supports it, and set up Gambling Block or other spending controls if you want them.
The PayPal Card and the App
The UK PayPal card is a Mastercard debit card that spends your balance first, with a linked bank account or debit card as backup. The company says there is no fee to use it, with limits of ยฃ3,000 a day for spending, ยฃ100 contactless and ยฃ350 at cash machines. A digital card is issued straight away and a physical one can be ordered free in the app.
The PayPal app handles sign-up, linking cards and banks, and sending or receiving money.
Casino Sites That Accept PayPal: Why a Payment Fails and How to Fix It
Most failed casino PayPal payments have a short list of causes. Ask the casino about cashier problems and the wallet provider about account problems.
| Problem | Likely cause | What to do |
|---|---|---|
| Option missing in the cashier | Casino not approved, or not for your country | Use another licensed casino or method |
| Payment refused in the UK | Credit card as the funding source (not allowed for GB gambling) | Switch to a debit card or bank account |
| Payment blocked | Gambling Block is switched on | Intended; switching off takes three days |
| Withdrawal rejected | You deposited with a different method or account | Ask the casino about its same-method rule |
| Withdrawal pending | Casino approval or ID checks | Upload documents early; read the payout terms |
| Limit reached | Account or casino limits | Log in to see your limits; complete verification |
| Bank transfer failed | Bank account name differs from the wallet name | Use an account in your own name |
| Account limited or payment on hold | The provider is reviewing the account (reasons it lists include unauthorised use, regulatory checks and policy breaches) | Read the email and the Resolution Centre; a "limited" email with no matching notice may be fake |
| US account | Operator not approved, or online gambling not legal in your state | Use a state-licensed operator that lists the wallet |
PayPal vs Skrill and Neteller for Casino Players
The obvious rivals are Skrill and Neteller, both owned by Paysafe. The table uses each provider’s official figures, checked on 20 October 2026 for our reviews.
The pattern is clear: the Paysafe pair charge to load and to cash out, while this wallet is cheaper in your own currency but harder to find at some European casinos. If you prefer paying straight from your bank, see Trustly, or compare every option in our e-wallets hub. Mobile wallets such as Apple Pay and Google Pay, and Visa and Mastercard debit cards, are the other routes UK guides list as alternatives.
| Feature | PayPal | Skrill | Neteller |
|---|---|---|---|
| Pay a casino from balance | Free (no conversion) | Free | Free |
| Pay or load from a card | No fee (no conversion) | 2.5% | 2.5% with most methods |
| Withdraw to bank | Free | 2.8% (min EUR 3.50) | 2.8% (min USD 3.50) |
| Currency conversion | Consumer margin not shown | 4.49% | Up to 4.49% |
| Inactivity | None (UK, German personal); up to โฌ10 a year elsewhere in the EEA | EUR 5 a month after 6 months | USD 5 a month after 6 months |
| Gambling block | UK (not found elsewhere); 3-day cooling-off | Yes; 48-hour switch-off delay | Yes; 48-hour switch-off delay |
What We Could Not Verify
- Approved casinos or countries. The company publishes no list.
- The consumer conversion margin on ordinary purchases: not shown on the fee pages we read.
- How the UK credit-card rule is enforced on the wallet side: no company page found.
- Gambling Block outside the UK: not found for the five EEA markets above.
- Casino-side times and limits: operator help pages were blocked to us, so ranges come from review sites.
- The US help article. It still says US gambling transactions are prohibited, while the US Acceptable Use Policy treats gambling as pre-approval only and state-licensed operators list the wallet. We follow the policy; check the cashier of a licensed operator in your state.
Our PayPal Verdict
For players who want to keep card details away from casinos, pay no wallet fees in their own currency and move winnings to a bank quickly, it is a strong choice, backed by FCA and CSSF regulation.
The limits are about permission, not technology. Only approved operators can take it, US players are limited to state-licensed operators, Buyer Protection does not cover gambling, and availability thins out in some European markets. Pick an online PayPal casino licensed where you live, confirm the withdrawal route and bonus terms first, and switch on Gambling Block or other limits if you want a firmer brake.
